David Vaught, CFA

David Vaught is a Chartered Financial Analyst with substantial investment and legal experience. David is currently the Director of the Illinois Governor’s Office of Management and Budget, where he works to bring financial accountability and balanced budgets across the state of Illinois. He previously served on the Investment Policy Committee overseeing the Illinois Treasurer’s $5 billion portfolio. He supervised both the expansion of the Treasurer’s targeted investment portfolio and the first use of outside portfolio managers for its fixed income portfolio. He also engaged in the general practice of law for 13 years, specializing in tax consulting, financial planning, and investment advice. He formed MVT, Inc. with John Mitchell in 1996 as co-owner, director and portfolio manager.
David graduated from the United States Military Academy at West Point and served in the 82nd Airborne Division. He received his J.D. cum laude from Southern Illinois University School of Law. He earned his CFA designation in 1994 and has been a member of the Illinois Bar Assocation since 1977. He completed course work and a thesis on tax accounting for the DePaul University College of Law, Master of Law in Taxation Program.
